New York City Subway expansion plans, 1968 Size:18x24 ) After half an hourThe MTA was created in the midst of a mass transit crisis: the city couldn't raise fares without a political shitstorm, the privately owned commuter trains were bankrupt, and the Bridge and Tunnel Authority was flush with cash. The MTA's plan, therefore, was simple: fix the subways, expand them where necessary to fix overcrowding, and use bridge and tunnel money to keep the subways running. This was released as the Program for Action of 1968. With
